Bush gets it right about independence for Kosovo - The Toronto Star

The world is still cleaning up the stains of Slobodan Milosevic's bloody ethnic cleansing. On Monday, the Security Council gave the green light to Kosovo, a United Nations protectorate since 1999, to begin negotiating an end to the legal fiction that it is still a province of Serbia and Montenegro, the successor state of the former Yugoslavia.

Separately, the United States said that it is ready to tackle the lingering problems of Bosnia as well.

It will discover along the way that Montenegro, too, wants to secede from Serbia — just as Slovenia, Croatia, Bosnia-Herzegovina and Macedonia had earlier.

America is well suited to attend to all this unfinished business of the 1990s.

Unlike elsewhere in the world, its credibility is high in the Balkans. After being late in reacting to Serbian atrocities, it brokered the 1995 Dayton Accord on Bosnia, and then led the NATO bombing campaign that drove the Serbs out of Kosovo. Americans now constitute a tenth of the peacekeeping force of 17,000 there.

George W. Bush is keen to help the Kosovars. They were among the first Muslims to support his war on Iraq, thinking of Saddam Hussein as an Arab version of Milosevic. And Kosovo President Ibrahim Rugova is among the few genuine Muslim democrats in Bush's diplomatic arsenal.

I once asked Rugova what his vision for Kosovo was. "Not Islamic nor even Muslim," he said. "Our criterion is simply secular democracy and moderate politics."

This is music to American ears.

Nicholas Burns, U.S. undersecretary of state, recently met Rugova in Pristina and said the Kosovars "are not going to tolerate another five years of not knowing who they are, what country they live in and what their future is."

Translation: It's time to end the Serb veto over Kosovo.

A surprised Serb Prime Minister Vojislav Kostunica told the Security Council he finds it "inconceivable" that Serbia would be forced to shrink its borders yet again.

But Serb nationalists — and their backers in the Orthodox Church as well as in Russia — have little choice. If Serbia is to atone for its murderous past and fulfill its hope of joining the European Union and normalizing its relations with the United States, Belgrade needs to act on two fronts: help capture Bosnian-Serb war criminals Radovan Karadzic and his military commander Gen. Ratko Mladic, who have been allowed to elude arrest in an area about the size of Greater Toronto; negotiate the independence of Kosovo, after getting guarantees for the 100,000 Serb minority living among the 2 million ethnic Albanian Kosovars.

Rugova is right to reject the option of handing over Kosovo's Serb enclaves to Serbia. Or having the Kosovars join their ethnic cousins in neighbouring Albania.

"I oppose any change in the borders," he had told me. "We've had enough conflict over territory."

This is sensible. Ethnic minorities are so interspersed across the region that no tinkering with the borders can create ethnically pure states, not that we would want them anyway.

In neighbouring Macedonia, for example, it is the ethnic Albanians who are a minority and need state protection there.

In Bosnia, moves are afoot to end the ethnic silos of Croats, Muslims and Serbs. Under pressure from the European Union, an inter-ethnic police force is being created.

And Washington is working to replace the tripartite presidency (each group has its own president) with one head of state.

Kosovo also has a chance to lead the way in protecting its smaller minority of Roma, whose mistreatment across Eastern Europe remains a scandal.

Kosovo's biggest challenge is economic, dating back to the discrimination that had made it Yugoslavia's poorest part.

For the last six years, it has been sustained by the $1.3 billion a year international aid, plus the nearly $400 million a year sent by the 200,000 Kosovar diaspora (mostly in Germany and Switzerland, and about 30,000 in the United States).

The World Bank estimates that about 37 per cent of Kosovars live on $1.75 a day. More than 40 per cent are unemployed. This has proven a boon to organized crime.

"You cannot have a stable economy with an unstable political situation," Skender Hyseni, chief political adviser to Rugova, told me over the phone from Pristina. "The only viable and sustainable solution is independence."

Anything less would neither work nor be just.

How about you serbo. Where do you fit in this picture. I see it is getting a little personal here, but is OK. WE do not get upset when you post smth in serbo language. As smart people as we are that know more than one language, we read the serbo comments and give you the answer for them. I do not understand why do you get pissed off. If you do not know the albanian language get one of your kosova serbs to translate it. I heard that they are working intensively to be fluent in their new official language, which of course would be albanian.
I would have gladely translated it in english for you, but I do not want to do it. After all in a diferent language doesn't sound the same. Doesn't have the full force and the same effect.
for one thing you have to be sure. It doesn't have any offensive or f... word for you serbos randomly use in this site, though you in particular deserve one for those stupid comments of yours.

SKORENOVAC, Serbia-Montenegro -- Col. Zoltan Dani was behind one of the most spectacular losses ever suffered by the U.S. Air Force: the 1999 shooting down of an F-117A stealth fighter.

Now, for the first time since that night six years ago, the former Serbian commander of an anti-aircraft missile battery has consented to speak publicly to Western media about the circumstances surrounding the unprecedented downing of a U.S. stealth plane

The hit on the radar-evading plane on March 27, 1999, during the 78-day NATO campaign over Serbia, triggered doubts not only about the F-117s, but also about the entire concept of stealth technology on which the U.S. Air Force has based its newest generation of warplanes.

Military analysts debated how the planes would fare in a war against a militarily sophisticated opponent if an obsolescent air defense such as Serbia's could manage to track and destroy them.

In an interview this week with The Associated Press, Dani said the F-117 was detected and shot down during a moonless night -- just three days into the war -- by a Soviet-made SA-3 Goa surface-to-air missile.

"We used a little innovation to update our 1960s-vintage SAMs to detect the Nighthawk," Dani said. He declined to discuss specifics, saying the exact nature of the modification to the warhead's guidance system remains a military secret.


It involved "electromagnetic waves," was all that Dani -- who now owns a small bakery in this sleepy village just north of Belgrade -- would divulge.

The F-117 was developed in great secrecy in the 1970s. It entered service in 1983 but was not revealed officially until 1988. It saw its first combat in the 1989 invasion of Panama and was a star of the 1991 Gulf War.

"Long before the 1999 war, I took keen interest in the stealth fighter and on how it could be detected," said Dani, who has been hailed in Serbia as a war hero. "And I concluded that there are no invisible aircraft, but only less visible."

The F-117 was one of only two allied aircraft shot down in the war. The other was an F-16 fighter, which the U.S. Air Force said was also hit by an SA-3. Both pilots bailed out and were rescued by NATO helicopters.

Dani said his anti-aircraft missile regiment, tasked with the anti-aircraft defense of the Serbian capital, Belgrade, downed the F-16.

Several other NATO warplanes were damaged by missile hits but managed to struggle back to bases in neighboring Bosnia, Macedonia or Croatia. At least one is said to have ditched into the Adriatic Sea as it attempted to regain its base in Italy.

Despite NATO's near-total air supremacy, the alliance never succeeded in knocking out Dani's batteries.

The Serb SAMs remained a potent threat throughout the conflict, forcing attacking warplanes to altitudes above 15,000 feet, where they were safe from surface-to-air missiles but far less effective in a ground attack role.

NATO won the war in June 1999, after President Slobodan Milosevic decided to withdraw his largely intact army from Kosovo, following the destruction of numerous government buildings, bridges and other infrastructure targets throughout Serbia.

"The Americans entered the war a bit overconfident," Dani said. "They thought they could crush us without real resistance."

"At times, they acted like amateurs," Dani said, listing some ways the Serbs managed to breach NATO communications security, including eavesdropping on pilots' conversations with AWACS surveillance planes.

"I personally listened to their pilots' conversations, learning about their routes and bombing plans," Dani said.

Dani said that his unit has had annual reunions on every March 27 since 1999 when a cake in the shape of the F-117 is served.

if you are the "glorious" decendants of teh illirians can you show me just 1 source from prior to teh 19th century that makes this claim (please let it be an albanian one) can you please tell me why did it take you 2,000 years to start claiming to be teh illirains? show me the continutiy (look it up anywhere it is a fact that the illirian language and the albo one fo today share NOTHING in common, and please dont bring up example of two or three words that sound like an albo word while entire cities and villages in Azerbejan and Albania share the same NAMES.) where are your glorious illirain monuments that prove ur ALBANIAN blood, where are ur epic poems, ur places of worship etc etc. why is it that you only started to claim illirain decent in the 19th century when u saw serbs and croats doing the same??? Examples are Bakall in Albania and Bakkalý in Azerbaidzjan are explained by the Turkish/Turkic word bakal, meaning glass. The Azeris are by the way a Turkic nation, thus whatever linguistical similiarities there might be between our languages are the result of the Ottoman presence in the Balkans. I guess that by your logics Serbs might be blood-brothers to the Turks & Azeris due to Turkish words in Serbian like yok ('no') and toponyms like Kursumlija! Or the toponyms Bashi ('head' in Turkish) & Sheki/Sheq (IIslamic priest of the shiite rite)found in both Albania & Caucasus. are perfect examples that these similiar toponyms are due to the Ottoman expansion, and not a common ethnic/linguistic origins.

Another example of this ridiculous toponym 'argument' is the toponym Ballaban in Albania and Balaban in caucasus. Balaban is an Islamic/Turkish personal name. The first Muslim general to take himself over the walls of Constantinople 1453 was named Balaban Pascha, Scanderbeg's big foe! Thus, the founders of these villages were probably Muslims named Balaban! Other toponyms are purely coincidental; our toponyms with Kisha derives from the word kishë meaning church. Just because there are toponyms in caucasus that resembles this sounds it doesn't proove much; the word kishë is just a variant of a common ancestral words that exist in all European languages for church i.e. kirche (German), church (English), Crkva (Serbian) and finally Kisha in Albanian!

Others simply sound similiar. In Epirus we have the ancient city of Dodona/Dodoni, where the famous oracle existed. Dodoma is the capital of Tanzania. Perhaps the ancient Epirotes were infact colored immigrants from Tanzania that dwelled around and settled in Dodona and founded there a city and named it after their capital in order to remember ... lol. Then BibleRiot's examples are quite telling as well.
Finally, these toponyms could very well have arrived to the Balkans via the Serbs, YES, the Serbs!!! The original Serbs were a Sarmatian people i.e. of Iranian stock, that inhabited the southeastern shores of the Caspian Sea and the southern parts of the Caucasus mountain range. From there they migrated to the northern shores of the Black Sea, only to finally move westwards more further, settling what is now S.Poland, the Czech Republic & Slovakia. Here they subdued the Slav locals, but just as with the original Turkic Bulgars, the Iranian Serbs (& Croats) lost their language and adopted the language of their subjugates, the Slavs. But it is possible (& probable) that they preserved atleast some words from their original speech, and when they settled and conquored Illyrian lands, including Albania, alongside founding new communities that they baptized with Slavonic place-names, they might very well have founded Caucasian/Iranian place-names.
The first mention of the Serbs ('Serboi') in history locates them in the Caucasus among the Dinaric peoples of Ibero-caucasian linguistic stock.

The Croat Illyrologist formulated it very well in this article that the only ones to oppose the Illyrian thesis of our ancestry are Serbian chauvinists .

It is unmistakable that independence for Kosovo, and for that matter Montenegro, will become a reality sooner than later. The problem is, are Serbians ready to move on with their lives, forget their war mentalities, and decide to join Europe! Why is it that something that is legitimate such as the independence of Kosovo must be met by prideful, and often misguided, Serbian nationalism? Serbia of old is dead; there is no more Yugoslavia; this new Serbo-Cerna Gora federation will disolve sonner than later - so why is it so difficult for Serbs to get it? Plus, it will be more difficult for Albanians to deal with an independed Kosova than it is for Serbia to do the same. Now , that's funny

Why are we Illyrians?

Well, the strongest argument lies in the fact that we CANNOT descend from any other nation.Albanian, however, is an Indoeuropean language. The only exception in Caucasus i.e. the only language that's Indoeuropean, is Armenian, with whom Greek has more in common than Albanian has;
We do not descend from any of the other languages & ethnicities (Illyrians excepted) that have inhabited or still inhabit the Balkans. We aren't Slavs, Romance, Turkic, Magyar, Greek, Germanic, Celtic. The only alternatives that have been seriously treated and accepted are the Illyrian thesis & the Daco-Thracian thesis. The latter has been disproved. The last Thracians to live that hadn't been Latinized were the Bessi, and it has been prooven that we Albanians cannot possible descend from them due to techical & linguistical reasons. If you guys wish for me to present these arguments, I'll do so later on, just tell me!

So the only thesis left that we can consider is the Illyrian one - that's why we must descend from them ... either that or we're Illyrians.
The Illyrian alternative to our ancestry, asides beeing the obvious true one because it is the only possible, is strengthened by further facts & evidence of diverse scientific fields such as linguistics, archaeology, anthropology etc etc.
The true Illyrians are the un-Latinized and un-Slaviziced Albanians. This is confirmed by diverse facts. The limited Illyrian glossary we know of is also present in Albanian e.g. veglia (tool) from Illyrian is also found in Albanian vegla of the same meaning. Other examples are sica=thika=knife, mag=madh=great, rhinon=ren=cloud, mist etc etc.
Illyrian toponyms are explained through Albanian. For instance, ancient Dalmatia is explained through the Albanian word delme/dalme meaning sheep. 'Coincidentally', the Greek geographer Strabo described Dalmatia as the land filled with sheeps. Dardania is exaplained through our word dardhë meaning pear. Around and in Dardania, Romans & Slavs translated indigenious toponyms related to Dardania (pear) to their own languages; thus we have the Pirustae (peare in Latin), a sub-group of the Dardanians who's name was simply translated by the Romans.
Albanians have preserved alot of Illyrian names like Dash from Dassios, which means male-sheep, or Bardh/Bardhosh from Illyrian Bardos from bardhë meaning white, or Dede from Didi etc. Other names like teuta & Agron were stopped beeing used but have been re-introduced, but the case of names such as Dash, Bardh & Dede is different.

Our word for Thursday is e enjte. It clearly derives from the Illyrian war/fire god Enji. This is ironic, because Thursday in English, Donnerstag in German & Torsday in Scandinavian languages derives from the Germanic war-god Thur/Tor - obviously, us naming Thursday after the god Enji isn't coincidental. Likewise, our word for Friday, e premte, comes from the Illyrian goddess Prema. The English Friday, German Freitag and scandinavian Fredag are named after the Germanic goddess of fertility, Freya!
Other gods/goddesses of Illyrian origins are explained through our language. The god/goddess of whine was Dualos, from whence our word dejur (to be drunk) comes from. The goddess Anzotica is clearly related to our word zot, god. The goddess of hunting was Thana, which is connected to our word tharje, withering or death, which in itself is of old IE root, whence the Greek word thanatos=death! It can also derive from a plant in the forest, where huntings occurred.
Our national name, Albania, though, is nothing but a Latin translation of the name of one of the Illyrian tribes, a name that would later come to generalize all Illyrians that escaped Latinization i.e. us! You see, in the IIth century AD, the Greek geographer from Alexandria, Ptolemaios Claoudios, in the work Geographia, mentions the Illyrian Albanoi and their city Albanopolis in Central Albania. However, prior to this mentioning, another (or more correctly, the same) tribe lived in these same territories, but under a different name; Parthini!

It is weird to notice the resemblance between the root of Parthini i.e. parth and our word bardh i.e. white. Likewise, Alba, from where Albanoi gets its etymology from, means white. What we're dealing with here is a change of name, or more correctly, the Latin translation of an indigenious Illyrian tribe's name. This wasn't unusual; the Romans translated the Illyrian town's name Tertigio (smth with terg) to Negotiatorum; the Latin version means negotiator, as in a trader, merchant, whereas Tertigo, just as in Albanian means market, or tregtar=merchant/trader!!!

Our culture descends directly from Illyria, like our clothes (the traditional cap), our traditional costumes, like the fustanella (kilt) or the dresses of the highlanders, our tradition of making tattoos, the respect for the snake, our pure anthroponyms (and not the names we've inherited from Christianity & Islam) like Bardh, Dash & Dede, etc etc.
we've mostly borrowed from Latin, which confirms our autochtony, because how would we have those Lstin borrowings unless we weren't present in these lands in antiquity. We also have alot of borrowings from Homeric Greek, Hellenic words which arenät even present in modern Greek, words that we only could'vem borrowed from the Greeks or vice versa i.e. words they only could've borrowed from us if we were neighbours some 3,000 years ago just like now!!!
Aleksandar Stipcevic, one of the biggest Illyrologist who clearly states in his book "The Illyrians" that the only authentic descendants of the Illyrians are the Albanians? He clearly states that no modern historians is against the thesis of the Albanians' autochtony, only the Serbs. And he's in a better position than you to state what the majority of linguists think.
Stipcevic, Bopp, Mayer, Jokl, Sufflay, Jacques, Cimochowski, Cabej, Hamp, Petersen, Battaglia etc etc aren't historians/linguists/anthropologists who just "briefly" delt with our history like you are. These guys are proffessionals in all definitions of this word, and they've dedicated their lifes to Albanology and have all confirmed our autochtony in the Balkans by closely studying all fields of science. The majority of scholars & historians support our autochtony and Illyrian ancestry.

the Neolithic genes are far more older than the Illyrians as a distinct ethnic entity, so stating that we're not Illyrians because we have a great deal of Neolithic genes is like stating that ... Greeks aren't Hellenes because of their almost equal amount of Neolithic genes.

Truth is that the Illyrians, as well as the Hellenes, were a mixture between Neolithic farmers and Palaeolithic hunters and gatherers. In no way does the fact that we carry these genes mean that we're not Illyrians, because these genes came to Europe (and the Balkans) 22,000-10,000 years ago, a fact which further speaks for our autochtony. Infact, whilst our genetical composition is almost identical to the Greeks', you Serbs have genes that are more at home in Central Europe, suggesting that we're autochtonous and you're newcomers.
As the Stanford paper tells it, these genes are from periods 22,000-10,000 ago. That's a hell of a lot older than the Illyrians. In other words, the Illyrians themselves had the gene mixture shown in the figure.

To investigate which aspects of contemporary human Y-chromosome variation in Europe are characteristic of primary colonization, late-glacial expansions from refuge areas, Neolithic dispersals, or more recent events of gene flow, we have analyzed, in detail, haplogroup I (Hg I), the only major clade of the Y phylogeny that is widespread over Europe but virtually absent elsewhere. The analysis of 1,104 Hg I Y chromosomes, which were identified in the survey of 7,574 males from 60 population samples, revealed several subclades with distinct geographic distributions. Subclade I1a accounts for most of Hg I in Scandinavia, with a rapidly decreasing frequency toward both the East European Plain and the Atlantic fringe, but microsatellite diversity reveals that France could be the source region of the early spread of both I1a and the less common I1c. Also, I1b*, which extends from the eastern Adriatic to eastern Europe and declines noticeably toward the southern Balkans and abruptly toward the periphery of northern Italy, probably diffused after the Last Glacial Maximum from a homeland in eastern Europe or the Balkans. In contrast, I1b2 most likely arose in southern France/Iberia. Similarly to the other subclades, it underwent a postglacial expansion and marked the human colonization of Sardinia 9,000 years ago.

Contemporary historians on the Serbs

Most of the Balkans had been part of the Roman Empire since the first century AD. When, in the fourth century, the decision was taken to divide the empire between Rome and Constantinople, the area was home to a mix of peoples such as Greeks, Thracians, Illyrians, Romans, Dacians and many others. There were no Slavs though. The Slavonic-speaking peoples began to migrate to the Balkans only in the early sixth century. At first they came as raiders, but by the seventh century they began to settle.



Some contend that the Slavs came from the land between the Danube and the Carpathian mountains. Others believe that they came from the Caucasus and that they were ruled by an Iranian-derived elite. What can be said with certainty is that, unlike the earlier raiding Goths and Huns who left no lasting traces in the Balkans, the Slavs came to stay. By the 580s they were a powerful force, although they appear often to have fought as subordinates to the more powerful Avars, who lived roughly in the area of modern Hungary.



The constant warfare of this period led to the depopulation of large areas into which the Slavs were to move. These first Slavs cannot be identified as Serbs, Croats or Bulgarians -- they were 'undifferentiated' Sllavs. These three named tribes were now to arrive by diverse routes. The Croats migrated from the kingdom they had established during their migrations in southern Poland. The Serbs moved to the Balkans after briefly settling in areas that now fall within the Czech lands. It is also possible that there is a connection with those areas of northeastern Germany, around Bautzen, where the Sorbs, a Slavonic-speaking community, still live.



Before these migrations, in the second century AD, Greek geographers wrote of an Iranian tribe called the Serbi or Serboi living on the River Don. Professor John Fine, one of the foremost historians of the region, writes that if the first Serbs and Croats, like the Turkic Bulgars, were not Slavs but Iranian, this is 'not important in the long run since the Iranians were a small minority in a population of Slavs. They quickly became assimilated by the Slavs and the resulting society was clearly Slavic (despite the non-Slavic origin of its ruling class).' Constantine VII Porphyrogenitus, the Byzantine emperor and historian, writing in the mid-tenth century notes that some of the Serbs or Servloi were originally given land around Salonika at Serbia by the Emperor Heraclius (610-41) but that they had not stayed there, had migrated north of the Danube and had then turned southwards again.



While the origins of the Serbs and Croats are still shrouded in mystery it is clear that from the very beginning these two distinct but close tribes moved one beside the other. Their histories have always been entwined. How close the tribes were is attested by the fact that they spoke, and still speak, virtually the same language. The Slav spread through the Balkans carried on until about 800 when it not only stopped but, in certain areas such as Greece and Albania, appears to have been reversed.

The so called 'pure race' is an idealized point of view of anthropologists. European people are not pure races. He who says to be racial and ethno-biological pure, in fact pleads for it own biological degeneration. Along with that Serbs and Croats are maybe not even Slavs, according to some ethnologists. During the ethnical waves that whipped across the Balkans between the 5th and 7th century, they arrived on the Balkans as two quite unimportant en not very crowded tribes, from their home countries White Croatia and White Serbia (that also in that time bounded towards each other) somewhere between Caucasus and Carpathian mountains. The Croats and the Serbs came on the 6th century on the Balkans (and quarreled since than about who came first) after they were expelled by the Mongols, and they came as foot-soldiers of the Avarian people. According to some scientists the word Serb 'Srb' and the word Croat 'Hrvat' even come from the Avaric language, which could be so because they can not be related to Slavic words.



Which leftovers are purely Croat, and which purely Serb? The Croatian historiographer from the 19th century Natko Nodilo wonders himself. 'I do not know the answer like an Englishman doesn't know the difference between the old Angelic and Saxon heathens.

Why are we Illyrians continued.....
1) - Our ethnonym derives from an Illyrian tribe, the Albanoi. This term in turn is a mere Latin translation of the Illyrian tribe Parthini's name. Parth/bardh means white in Illyrian/Albanian whereas -alba is white in Latin. This might be explained by the fact that Illyrians, just like Albanians, worw white clothes and caps i.e. the qeleshe.

2) - The few Illyrian glosses that remain until this day known, are ALL still found in the Albanian language, like veglia-vegla-tools, rhinon-ren-cloud, sica-thika-knife/short sword, mag-madh-big/great etc. Some of these Illyrian words have passed down into the Vlach (Aromunian) & Serbian languages, but these doesn't make these languages Illyrian - Serbian is a Slav language and Aromunian is a Romance idiom! In our case, however, we do not descend from any other people, thus making the illyrian option toour ancestry the only possible, thus when we're dealing with glosses like these, in your case they're BORROWINGS and in our case they're of our pure and indigenious vocabulary!

3) - Many Illyrian anthroponyms have been preserved by our people, and the names are furthermore explained by our language, like Bardh(osh) from Bardus meaning White, Dash from Dassios which in our language means 'male'sheep', Dede from Didi and so forth. If Illyrian names are to be found among Serbs, however, then we're again dealing with external influences and doesn't make the Serbs anymore Illyrian than it makes a Serbian named Dimitrije Greek!

The most frequent one was the round type, as one can see in the monument in Zenica, BiH, that in essence doesn't really differ from the hat of the modern Albanians, the qeleshe, or plis. Infact, most believe that the characteristic Albanian hat does derive from the Illyrian one."

"These kind of clothes were also worn by the Illyrian goddess Diana as seen in the coins of the Illyrian king Ballaeus of the second century BC. It is thought that these type of clothes that the Illyrians wore is preserved among the Albanians of Northern Albania and Kosova, in particular by the members of the Kelmendi clan."
From the book "The Illyrians" by Aleksandar Stipcevic, pages 96-102. If you wish for more examples, just shout. Notice one thing. The king Ballaeus must be connected to our word ballë, i.e. fore-head, which in our language is synonymous to leader, a king, ai qe eshte ne balle, he who leads!
5) - Many of the toponyms in Illyria are explained by our language. For instance, the Greek geographer Strabo(n) described Dalmatia as the 'lands filled with sheeps and shepherds'. "Coincidentally", the Albanian word for sheep is delme, or dalme, which probably gave Dalmatia its name. Ancient Dardania can be explained by our language dardhë, meaning pear. Is it a coincidence that still to this day there are alot of toponyms in and around ancient Dardania with the root -dardhë, or even in the Latin form, pirustae or the Slav form, Kruschka or Kruschevatz. The ancient river Mathis (modern Mat) is explained by our word mat, meaning bank-river.

6) - Whilst little Albania has preserved a number of 300 (atleast) old toponyms that date from antiquity, Serbia, BiH and Croatia together that form a much larger chump of ancient Illyria, have less! Obviously, the Slavs eliminated most old toponyms. If we were late-comers, we would've done as well, but instead, we preserved 300 atleast!!!!

7) - If we came after the Slavs, we wouldn't had been able to preserve more archaic forms of ancient toponyms than you have. Examples Scodra=Shkodra=Skadar, Scupi=Shkupi=Skoplje, Dyrrachium=Durres=Drac, Drinus=Drin=Drim, etc etc.

Our language contains several Homeric Greek loan-words in our language, not even present in modern Greek itself, words that we only could've borrowed, or they borrowed from us, if we have been neighbours for atleast 3,000 years, which we have.

Check out Marin Barleti. A defender of Shkodra during two Ottoman sieges, he emigrated to Venice where he wrote the "History of Skanderberg (Historia de vita et rebus gestis Scanderbegi epirotarum principis) (1508-1511) and "The Siege of Shkodër" (De obsidione Scodransi, Venice, 1504). In both books he links back the struggle against the Ottomans to that of Illirians against the Romans. Scanderbeg was seen in Europe of the time as the descendent to the throne of Epirus King Pyrrhus. Hece the part in the title "Epirotarum principis." Look up his stamp for proof (it's older than 19th century :)).

Scanderbeg identified himself as an Illyrian. Ptolemy of Alexandria mentions Albanians in the 2nd century, that's 6-7 centuries before the Serbs decided to emigrate in the Balkans. Lets not talk about the ancient Egyptians mentioning the Dardanians in 1275 B.C.

Continuity in Balkans

Despite the multiethnic nature of the Balkans, it seems that most inhabitants of the peninsula share common ancestors. Scientists feel that we will have a better picture of these ethnic trajectories within the next several years. The genetic marker M170 appears to have come from the Middle East to the Balkan region roughly 20,000 years ago. It seems today that this marker is unique to the Balkans area, though research suggests that about 80% of European genetic stock goes back to Paleolithic period.

The traffickers also threaten the life of victims’ family members and tell the girls that if they try to escape, their family members will be killed, which in fact has happened. In other documented cases, girls who refused to prostitute themselves were killed. Victims receive little or no pay for their work and are commonly tortured if they do not comply.

Most of the Albanian women and girls are trafficked to Italy and Greece, but some are trafficked as far as England and Belgium. Not only are the victims physically and emotionally abused, but some contract AIDS and other sexually transmitted diseases. Younger girls are most sought after (and the most valuable to traffickers) because they are virgins and carry no risk of AIDS. If the girls become pregnant, they are forced to have abortions. Some traffickers intentionally addict the girls to drugs to maintain control.

To make matters worse, corruption is a rampant problem in Albania. Complicating the situation, a number of girls are actually kidnapped, often from small villages; some are even sold by their families for money. In a documented case, one family in a northern village sold one of their daughters for a cow.

Some of the “lucky” ones manage to escape; others are fortunately arrested by non-corrupt police officers who then deport them back to Albania where there are two shelters to house them, one in the capital and the other in a smaller town. All of the victims are in various stages of post-traumatic stress. The shelters have social workers who counsel them, and the victims' stories are so distressing that the social workers need secondary counseling themselves to cope.

In terms of the legal aspect of the problem, it is extremely difficult to prosecute traffickers. The legal system here is still in its infancy and is corrupt. Trafficking a human being was not even illegal here until two years ago, and so far only a handful of traffickers have been convicted and sentenced to just a few months in jail. Victims are afraid to testify and rightfully so, since the traffickers can easily track them down as well as their family members. A witness protection program has been established, but the immigration laws and refugee quotas of many western European countries have made it difficult to find homes for these women outside the country where they will be safe.

The average age of the victims living in the main shelter for trafficked women in Tirana is seventeen; the youngest girls are fourteen. Many of the girls have no where else to go; due to the shame associated with prostitution, many fathers will not accept their daughters back into the family. AAGW supports a number of projects to aid the shelter residents, including vocational training and job placement as well as artistic handicraft production and fundraising activities. These young women have been robbed of their human dignity. AAGW seeks to help them restore it.

Save the Children has published "Child Trafficking in Albania".
The report concludes that thousands of women and children have been abducted and forced to work as prostitutes abroad. It was also found that this practice still occurs on a daily basis.

It maintains that at least 60% of Albanians trafficked for prostitution are children. More than half are tricked into prostitution, while more than a third are abducted. Up to 90% of girls over the age of 14 no longer attend school in some rural areas due to fear of being trafficked.

This report has been instrumental in bringing the situation to light in Albania and beyond. It is expected to translate into changes in government policies and public attitudes which will have an impact on curbing this traffic in human lives.

Albania has been a major source country for the trafficking of women and children (The Convention on the Rights of the Child defines children as under 18 years old.) since the collapse of communism in 1991. It is estimated that there are 30,000 Albanian prostitutes abroad. Despite this, until 1997, Albanian authorities were reluctant to admit that many were the victims of trafficking. Today, trafficking is high on the political agenda, but still very little research has been done into the trafficking of Albanian women and children abroad. Apart from the efforts of some national non-government organisations, the fate of trafficked women and girls has, by and large, been ignored.

Because of the absence of any meaningful or reliable statistics on trafficking (either in Albania or host countries), the study relied on anecdotal evidence at grassroots level to better determine numbers, recruitment areas, trends and practices. Through discussion groups, questionnaires and over a 100 interviews, a research team consulted victims, teachers, missionaries, villagers, speedboat owners, students, state officials, non-governmental organisations and international organisations. The intention was to hear first-hand from those who have witnessed trafficking in the worst affected areas of Albania.

The study concluded that trafficking has been, and still is, widespread in the country and the majority of victims are children. Trafficking is usually conducted through offers of false marriages and jobs, or abduction and selling. In some parts of Albania, there is hardly a village that remains untouched. While the trend has shown a slight decline since 1997/98, trafficking of children for prostitution continues on an almost daily basis and the risks of recruitment remain high, especially for the poor and ill educated.

For example, in Puke district in the north, village teachers have identified 87 females trafficked in the last three years, 80% of them children. Local sources claim 2000 women from the Berat district are working as prostitutes abroad, 80% of them were children when they were trafficked. In a handful of villages in the Zadrima area, it is estimated that 30 women have been forced into prostitution. There are countless other examples and a significant number of those have occurred in the last 6 months.

However, the picture is a complicated one. There is a steady rise in emigration for voluntary prostitution abroad to escape poverty and bleak futures in Albania. It is difficult to determine who leaves willingly and who is forced to leave for prostitution. But according to Italian NGOs, many of the voluntary prostitutes are unprepared for the harsh reality awaiting them and often end up being trafficked, exploited, and victimised when abroad. The area of forced trafficking and willing emigration for illicit activity is further blurred when discussing children. Children may say they go willingly, but are often coerced, or convinced by adults, to engage in illegal activity without understanding the nature of the work.

In Italy and Greece where there are estimated to be 15,000 and 6,000 Albanian prostitutes respectively, Albanian girls are subjected to extreme levels of danger, violence and sexual exploitation. Many, perhaps the majority, are unpaid, rendering them sex-slaves. Their passports are taken and threats and intimidation to themselves and their families prevent them from escaping and testifying against their pimps. The Albanian pimp has a reputation for extreme ruthlessness and murder is not uncommon. Last year, the Italian Ministry of Interior reported that 168 foreign prostitutes had been killed, the majority Albanians or Nigerians murdered by their pimps.

Those who do return to Albania (many are deported from Italy daily) are given very little help. There is not a single official shelter or welfare programme available to them and the state provides no security or protection. Some religious orders offer temporary accommodation but these services are on an ad hoc, case-by-case basis. If they attempt to return to their communities they usually face ostracisation and family rejection. Albania still has a culture that blames girls that have been sexually abused rather than seeing them as victims. In practise many fear to come back and those that do are usually re-trafficked.

The trafficking of children to Greece for begging and forced labour is no less alarming. It is estimated that there are 1000 mainly Albanian gypsy children in the city of Thessaloniki alone. They, too, tell stories of systematic violence and exploitation at the hands of their traffickers. Yet the Albanian Ministry of Public Order claims to have no evidence of the trade and the general public appear to be largely indifferent.

An alarming consequence of the fear of trafficking in Albania is a dramatic decrease in the number of girls over the age of 14 attending high school. In remote areas, where pupils may have to walk for over an hour to get to school, the research has discovered that as many as 90% of girls no longer receive a high school education. Although there are other factors that contribute to the trend, the majority of parents say their daughters would attend school, if their security on route could be guaranteed.

Awareness of trafficking is high in many areas as a result of media attention and the warnings of those who have returned. But there is still an urgent need to inform those in the remote areas because the conditions that make girls and women susceptible to the approaches of traffickers - poverty, unemployment, lack of education and reduced marriage prospects due to the mass emigration of boys - are as acute as ever.

Albania is now a major transit country for the trafficking of thousands of foreign women every year from countries such as Moldova, Romania and Ukraine and the crime networks continue to operate with virtual impunity.

While traffickers (many of whom are well known) continue to live within the community and their activities are tolerated, there is a continuing threat to Albanian girls. As an ex-INTERPOL source says, "As long as the economic conditions prevail and the financial rewards are so high, Albania will remain a source country."

The report concludes that it is incumbent on the government of Albania to address the issue of trafficking more seriously. It also needs to enforce the law, prosecute criminals, provide services and welfare programmes for victims, ensure the security and protection of victims and organisations trying to help them and tackle the indifference of the Albanian public. In the meantime, international organisations and NGOs can do a great deal to prevent further trafficking of children and help those already trafficked.

Main conclusions

* Albania continues to be a significant source country of trafficking. This situation will remain as such until the law is enforced and the prevailing conditions of poverty and lack of opportunity ameliorate.

* The most "at risk" groups are children (under 18) from poor and ill-educated families.

* There needs to be programmes and services to help victims, but these must be developed in conjunction with local NGOs and with the support of the government and community. This is not possible until the government provides protection and security.

THE HEART OF DARKNESS

The snake of organized crime in Serbia has zigzagged through wars, sanctions, poverty and political instability, becoming broader, longer, more insatiable and more venomous along the way.

It is difficult to find words for the shock Serbia has experienced on March 12 when its Prime Minister Zoran Djindjic was assassinated. Is the state a hostage of mafia clans? Have professional murderers become the holders of the monopoly of power? Who is controlling the country - the elected representatives of the citizens or mafia bosses according to the rules of their own hierarchy?

At the proposal of the Government, Natasa Micic, Acting President of Serbia, proclaimed the state of emergency. Police operation called "The Sabre" was launched at the same time. Both were a desperate move of self-defence that has come too late - there was no other way. The first arrests confirmed the long warnings coming from a part of the public: business empires, wholesale of narcotics, a long series of never clarified murders from "ambush", ransoms for kidnapped wealthy persons worth millions, racketeering of firms, privileged business deals, arms and strategic raw material smuggling - none of these was nor could have been possible without strongholds in the judiciary and the police and, above all, without the State Security Service of the Ministry of Internal Affairs of Serbia structures by measure and according to the needs of Slobodan Milosevic.

It is nowadays futile to debate why Milosevic's heritage was not done away with immediately after October 5 and whose fault it is. It is futile because even after it had taken over power, the entire Democratic Opposition of Serbia (DOS) remained fascinated with the apparatus which had operated soaked in blood but reliably for more than a decade; it is futile because mutual deterrence and insinuations have been the main preoccupation of coalition partners in the past two years; futile, because of influential shady party financiers, all forms of demimonde who got hold of sinecures in state administration and management boards of large systems, converted "businessmen" from among Milosevic's ranks and their "good services", police and army officers whose impotence to do anything on October 5 was recognized as their "meritorious service". Should apart from the listed, one mention the Hague Tribunal, along with social collapse, weakness of institutions, various transition ailments and everything else that makes the nightmare of political life in Serbia? There is simply nobody who is innocent.

It all began in the beginning of the nineties of the last century. For the purpose of waging wars in which "Serbia has not participated" and holding power in the country, an underground infrastructure was created. Under the umbrella of State Security Service of Serbia's Ministry of Internal Affairs ruled by its head Jovica Stanisic, a countless pack of satellites and sycophants found their place, along with certain political parties, such as the Serb Radical Party of Vojislav Seselj, leaders of the Serb Democratic Party in former Krajina and Republika Srpska, paramilitary formations such as the Serb Volunteers' Guards of Zeljko Raznatovic Arkan, businessmen of the rank of Dafina Milanovic and Jezdimir Vasiljevic, state officials personified by the head of the Federal Customs Administration Mihalj Bracika Kertes and others. Depending on Milosevic's needs and only in harmony with them, the activities of those listed developed and spread: with the most vulgar demagogy and chauvinism Seselj made every reasonable public dialogue senseless; Radovan Karadzic and Milan Martic were the nominal bearers of the wars that were the fuel of Milosevic's autocracy and status of the national leader; Arkan and those similar to him with their private armies executed the filthiest jobs in battlefields and otherwise; Milanovic and Vasiljevic the filthiest jobs in battlefields and otherwise; Milanovic and Vasiljevic squeezed the last pennies of foreign currency from the citizens, and businessmen close to the "Court", such as Bogoljub Karic or Miroslav Miskovic, grew rich on privileged deals; the customs was, after all, no more than a service for collecting cash that went to various black funds. If one added to this smuggling of cigarettes, oil and other strategic and deficient goods controlled by the regime, racketeering of enterprises which were more or less successful, narcotics trade and human trafficking controlled by the Service, an endless series of professional murders caused by division of the described market, the saying that "every state has its mafia, but only in Serbia the mafia has its state" becomes understandable. How can anyone expect the police to arrest murderers when most of them are holders of its identity cards? How can mafia bosses be taken to court when most of them, like Arkan, are considered to be reputable citizens and patriots? How can economic crime be prevented when practically not a single deal could be wrapped up without political connections and large commissions?

All this could not last forever, of course. Milosevic's regime in the end devoured itself. But, its mechanisms and levers of power survived. But first things first.

Political parties continued operating in a legally unregulated space. Although announced pompously for a long time, the law on financing political parties still has not made it to the agenda of the Assembly; accustomed to shift around in all possible ways in order to get the money and without any prejudice about its origin while it was in the opposition, the currently ruling coalition has not manifested readiness to end this practice. There are more than one reason for this. Primarily, there is the influence of financiers on party cadre rotation, but also there is the fact that a large number of minor parties - which make up the majority in the assembly - owe their survival to donors. And since the latter are not exactly known as prodigal, in return they demand (and get) both direct political protection for their business deals, and postponement and mitigation of various legal regulations that are inconvenient for them. The law on telecommunications and broadcasting aimed at introducing order into Serbia's media space, is not coming into force because it is obviously inconvenient for powerful media lords since it would cost them a pretty penny.

All this also reflected on state institutions. Ruined professional staff during Milosevic's rule and required party affiliation afterwards, were an additional impulse for corruption. This was especially crushingly evident in the judiciary. On the one hand there was the old staff utterly entangled in organized crime and corruption ready to defend their clients - members of mafia gangs and "businessmen of dubious reputation" at all costs, and on the other people whose qualifications are mostly founded on party membership.
The paralysis of the judiciary is, therefore, a logical outcome: all reforms and all legal solutions are worth nothing if there is nobody to implement them. How deeply the judiciary has sunk is testified by the fact that practically not a single trial against Milosevic's leading supporters has been completed, that none of those who have started wars and plundered the country have been convicted and that not even Dragoljub Milanovic, former director of Radio-Television Serbia, was sent to prison to serve his ten-year long sentence because he was found responsible for the death of RTS workers during NATO bombing because the court enabled him to remain at large even after the verdict had become final, and he used it to escape� He was arrested in Montenegro only during operation "Sabre".

One should be honest and admit that the current regime is to a large extent aware of it all. State monopoly in oil industry and introduction of excise tax stamps on cigarettes have significantly reduced smuggling. Besides, laws on the struggle against corruption were passed and public insight into privatization and public purchases was enabled to a certain extent. However, when the necessary anti-corruption investigations and court proceedings failed to be launched, the struggle often has just declarative significance.

The situation was and still is the worst in police and secret services. For more than a decade systematically criminalized and abused, the MUP has become closely intermingled with organized crime. What began with arming and offering logistic support to paramilitary units in the end led to these structures becoming most powerful within police ranks. This refers, of course, to the Special Operations Unit (JSO) better known as the "Red Berets". This unit composed of the "most carefully selected" members of all Serb paramilitary units was theoretically an elite unit for most delicate jobs. In fact, it was a private army of the State Security Services in charge of state crime on the highest level, misdeeds and war crimes at the battlefields, and support to the most powerful mafia clans. Now when it has finally been disbanded, it is clear that the members of JSO have not only assassinated Djindjic, but also murdered the former president of the presidency of Serbia Ivan Stambolic, made an attempt on the life of Vuk Draskovic, and committed a whole series of murders in all parts of Belgrade. And that is not all. The footsteps of these men lead practically to all significant channels of narcotics smuggling, every major case of kidnapping, every profitable criminal job� And in order not to cause any confusion, this was a perfectly legal unit which is part of the MUP.

Why did JSO manage to keep such power after October 5, there are several explanations. Among other, there was a "nonaggression pact" between Milorad Lukovic Legija as the commander of the Unit - now accused of having ordered the assassination of the Prime Minister - and late Djindjic at the moment when the citizens were overthrowing Milosevic from power in the streets; the role of Red Berets is also mentioned in the conflicts at the south of Serbia in 2001; it was repeated that every state must have such a special unit and that this one, if enabled to pull itself together and become more civilized, was perfectly alright. The essence is somewhere else, though. When it came to power, DOS took over State Security Services intact. The only one who was arrested was the former head Radomir Markovic and nobody else - the entire dubious structure remained intact. Not a single step was taken even after it had been established that the heads of the Services had stored 640 kilograms of heroine into the safe deposit of Komercijalna banka without a single written document to corroborate it, nor when it became evident that all the trails of various professional liquidations led to them. There was no political will for squaring of accounts with them, and it was lacking because there was fear of these structures. How powerful they were is testified by the rebellion of JSO in November 2001: as the Government has now admitted, at the time it had no instruments to oppose them so that all the demands of Red Berets were met. Among other, the then head of the State Security Services Goran Petrovic was removed from the post and Milorad Bracanovic, the former security officer from JSO, was appointed deputy of the new head Andrija Savic.

Apart from their almost endless power in all parts of Serbia, the described structures had their collaborators in the whole region. Organized crime operates by the principle of multinational companies, in other words, nationality is of no importance as far as money is concerned. Political and every other instability in the surroundings enabled a whole series of illegal jobs and adequate connections - all criminal groups of the territory of former Yugoslavia support each other: borders have never existed for narcotics, arms, deficient goods, stolen cars and similar. The more shooting was going on in Kosovo, Macedonia or Bosnia & Herzegovina, the better were the conditions for all kinds of this "business".

Late Prime Minister Zoran Djindjic was completely aware that the existing situation had become unsustainable. The appointment of a special prosecutor and a series of other measures made it clear to everybody that time was coming for settling of accounts with organized crime. The murderers were quicker, and what happened afterwards is known�

DEBKA-Net-Weekly reports that British intelligence has mapped the route by which the explosives used in London reached the British Isles in the last two years:

Stage One

Abu Musab al-Zarqawi, or another senior terrorist planner located in the Middle East, employed Jordanian, Syrian or Lebanese crime mobs to relay the money for purchasing explosives to the Serbian Mafia in Belgrade, which specializes in the acquisition of illicit weapons. Al Qaeda transferred directives to the London bomb team by the same route.

Stage Two

The purchased explosives – only a part of the consignment was used, in the view of British investigators – were shipped from the Balkans to West Africa and conveyed by local smugglers to al Qaeda agents of the West African Jam’a living among the Tuareg.

Stage Three

The explosives were divided into small packages for dispatch to the UK. Some of the merchandise was carried by smugglers boats sailing from Africa to Spain or Gibraltar, some through Algeria or Morocco.

DEBKAfile’s counter-terror sources add the British authorities have not traced the unused portion of the explosives and are trying to find out if they are still in Britain, stored ready for fresh terrorist attacks, or have been sent on to other parts of Europe. The two communiqués claiming Qaeda responsible for the London blasts specify that Italy and Denmark are next in the terrorists’ sights. Terrorism experts deduce that the missing explosives as well as funds were destined for those countries by the same route as they reached the UK – another indication that the London attacks were not an isolated incident but like the Madrid bombings last year, part of a general al Qaeda European offensive mounted from Muslim Africa and possibly masterminded from the Middle East.

Atlhough the Nouakchott conference delved into the mystery surrounding the identities of the masterminds who directed the bomb blasts and the intelligence teams which prepared them, the British have no clues as to who they are. None of the intelligence experts present doubted that the commander had visited London to inspect and approve the bomb sites some time in 2004 or even late 2003. Surveillance teams would have followed him and taken many trips on the underground to test timetables and select routes for synchronized targeting.

Serbia, Iraq reportedly forging alliance

LONDON - The two international pariahs, Serbia's Slobodan Milosevic and Iraq's Saddam Hussein, have entered a secret military alliance that will improve their ability to defy the West and withstand Allied bombing raids, according to reports this week in London.

There is also mounting concern that Moscow, which opposes military action against both Serbia and Iraq, actively promoted the pact and will soon emerge as a full-blown antagonist of Washington's efforts to clamp down on Milosevic and Saddam.

Earlier this year, Moscow denied that it was providing Iraq with $150 million worth of military equipment in defiance of U.N. sanctions. But it is now considered likely that a Russian transport aircraft, which was intercepted in the former Soviet republic of Azerbaijan last week, had been bound for Baghdad - not Belgrade, as had previously been assumed.

After Russian President Boris Yeltsin's condemnation last week of the NATO strikes in Yugoslavia, Moscow is expected to be more open about military deals with the Serbs and Iraqis, putting Russia on a collision course with Washington.

British officials said over the past weekend they are aware of the reports about the Iraqi-Serbian military connection, which has the joint goal of shooting down aircraft flying bombing missions over the two countries. "We believe they are accurate and based on good information," said one official. "Obviously this is a cause for concern and demonstrates the sort of company that Milosevic is now keeping."

British Prime Minister Tony Blair was also said to be aware of the reports. "Nothing would surprise us about Saddam or Milosevic," said a Downing Street spokesman.

It is understood that Serb technicians are already helping the Iraqis prepare air-defense traps for Allied warplanes. The Iraqi air-defense system is currently based on obsolete SA-2 and SA-3 Soviet missile systems, which are no match for the sophisticated air power deployed by U.S. and British jet fighters patrolling the no-fly zones in northern and southern Iraq.

The Iraqis are also reported to be seeking Serb assistance in modernizing their aging squadrons of MiG-21 and MiG-29 fighter jets. In return for Serbia's assistance in rebuilding Iraq's air defenses and making its jet fighters airworthy, Saddam has reportedly agreed to provide Milosevic with oil and cash to sustain the Serbs' battered economy and its war effort.

The Serbian military would be unable to function without a supply of Iraqi oil. And hard currency, which Saddam acquires from illicit oil sales, will prove essential for paying the salaries, and retaining the loyalty, of the Serbian military.

The London Sunday Telegraph reported that the alliance was initiated by a Serbian military delegation that visited Iraq earlier this month, shortly before NATO launched Operation Allied Force last week in Yugoslavia. The visit was intended to explore ways in which the two countries could cooperate to their common advantage. Along with traveling to conventional military sites, the delegation also visited an Iraqi pharmaceutical plant at Samarra, 100 miles from Baghdad, which U.N. weapons inspectors say is a chemical weapons production site.

The visit by the Serbian delegation to Iraq was confirmed by the Foreign Office in London, where officials regard the growing cooperation between the two with alarm.

"It appears they have identified a common aim - to shoot down Allied aircraft," a senior diplomat was quoted as saying. "Saddam and Milosevic see themselves as international outcasts who must support each other if they are to survive."

January 25, 2003 - (IWPR'S BALKAN CRISIS REPORT, No. 400) Anastasija, a 24-year-old student from Belgrade, was arrested last month under suspicion of working as a prostitute in one of the many Belgrade escort agencies offering men sexual services.

Hundreds of girls shared her fate after police launched a massive campaign against prostitution in the autumn, which saw 10 of the largest agencies closed down.The campaign, however, achieved little in the long term. After a brief spell in jail, many of the prostitutes, including Anastasija, are back at their old jobs. She said police harassment won't drive her out of the escort business, as Serbia's average monthly wage of about 170 euro was not enough to live on.

"I am not ashamed of what I do," she said. "The boss behaves correctly, and I earn a nice living - around 500 euro a month. For a place like Serbia that's good. I don't have to think about problems such as bills or buying make-up or clothes."

Some human rights and women's groups believe the authorities take the wrong line with prostitution. Instead of the tough action called for by the general public and the international community, they want the trade legalised or at least decriminalised.

Two sorts of women get involved in prostitution: innocent victims of people-smuggling and those who have voluntarily joined escort agencies in search of a better standard of living.
This IWPR reporter spoke to four other young women working at Anastasija's agency - which operates from a three-bedroomed flat in the centre of Belgrade. They said they were willing volunteers, who were desperate for the money.

The agency owner, Dragan, aged 35, said he chose the premises, close to a police station, because they were "the least suspicious". He lives with one of the girls working for him, while the others "come to the agency when we have clients".

Dragan said the police crackdown had forced businesses like his to takeevasive action, "We often switch locations, use mobiles phones instead of landlines and pay our contacts in the police to inform us about possible raids."

He takes home about 3,000 euro a month. Like the women in his agency, he wants prostitution legalised. They argue that this will provide greater safety for prostitutes and clients and drive out the more criminal elements that thrive on extortion rackets.

"It would be better paying taxes to the state, so we could work with fewer problems," said Dragan. "Unfortunately, knowing our society, I doubt that will be possible any time soon."
Official figures suggest around 2,500 prostitutes work in Belgrade, but the real number is thought to be far higher. Most are employed by escort agencies, earning around 50 euro for an hour of sexual services. Smaller numbers work the streets close to the main railway terminus and the Belgrade-Nis highway, making about the same but facing greater danger.

The human rights and women's groups agitating for legalisation argue that making the sex industry a legitimate business would decrease the crime rate. "Unfortunately the Serbian judiciary and police are not in favour of this for the time being," said Sandra Ljubinkovic, of the SOS Info Center Astra, a group set up to combat people-trafficking.

At the moment, the selling of sexual services remains a criminal offence in Serbia, warranting fines and one-month jail sentences for the prostitutes and five- to 10-year prison terms for their pimps and bosses.

Vladan Batic, Serbia's justice minister, told the newspaper Blic in December that major changes in the legal code were not on the horizon. "The mood in Serbia has not reached the point where such a measure would meet approval," he said. "The moment is not right for it."

Veselin Saric, of the police department fighting organised crime, said his colleagues had filed more than 200 criminal charges against those involved in prostitution since 2001. "We
cannot get rid of the oldest trade in the world but we can cut it to a minimum," he said.

But the hundreds of advertisements in the backs of Belgrade magazines and newspapers tell a different story.

According to one retired Serbian police officer - who worked for years on combating prostitution and human trafficking - such campaigns on their own can achieve very little. "People who want to work in this trade will do so, however many raids there are," he said

The ex-officer said he also favoured separating the offences of people-trafficking and prostitution, so that the latter could be legalised, or at least decriminalised. "This would reduce the influence of organised crime, and improve the health and safety of the nation", he told IWPR.
