EU launches planning in Kosovo for what one official calls most complex civilian mission

PRISTINA, Serbia-Montenegro (AP) - The European Union launched planning Monday for what one official called its largest and most complex civilian mission: the management of rule of law in Kosovo after a settlement for the disputed province is reached.

The EU foreign ministers meeting established the planning team during the meeting in Luxembourg.

The future EU involvement in Kosovo will be "the most challenging civilian mission" the bloc has seen to date, said Torbjorn Sohlstrom, a senior EU official in Kosovo.

A team of 25 security experts from the EU will be working in establishing the future mission at a time when the U.N.-mediated talks aim to find a resolution of one of the most intractable territorial problems left after the collapse of former Yugoslavia -- whether Kosovo becomes independent or remains part of Serbia.

A key objective of the future mission would be the implementation of a status settlement, Sohlstrom said, adding that the mission can be launched only after an agreement on the status is reached.

International officials have said that they expect the talks to end during 2006 and have urged the EU to take on a larger role and responsibility in the sensitive fields of justice and police after that.

The ultimate authority in these areas rest with the province's international overseers despite recent transfer of some of the responsibilities to local government.

Kosovo has been administered by the United Nations and patrolled by NATO since a 1999 bombing campaign by the alliance, aimed at ending a crackdown by Serb forces on independence-minded ethnic Albanian rebels.

The United Nations is already planning its role and opening the way for new models of international presence in the province. The EU is part of the U.N. administrative mechanism in the province.

Kosovo's President Fatmir Sejdiu welcomed the decision, indicating that the province's leadership is ready to accept continued international presence after the status issue is resolved.

Kosovo's ethnic Albanians, who comprise about 90 percent of the province's population of 2 million, want outright independence from Serbia. Serbia, however, insists on retaining some control over the region, which it considers an integral part of the nation.

Western diplomats have said Kosovo's quest for independence is conditional on the province becoming a democracy that respects minority rights.

On je rekao da je nezamislivo da se u bilo kojoj evropskoj državi danas prekrajaju medjunarodno priznate granice, jer je reč o temeljnim načelima koja se ne mogu i ne smeju ugrožavati, budući da na njima počiva medjunarodni poredak.

'Pravnim nasiljem i nametanjem ništa ne može biti rešeno, osim što bi se stvorio do sada nezabeležen presedan sa dugoročnim i nesagledivim posledicama', upozorio je srpski premijer.

Istakavši da je Srbija svesna odgovornosti da se pronadje kompromisno i istorijski pravično rešenje, on je ponovio da je Srbija u potpunosti spremna da započne neposredne razgovore sa kosovskim Albancima o sporzumnom rešenju budućeg statusa Kosova i Metohije.

Uoči puta u Pariz, gde će boraviti u dvodnevnoj radnoj poseti na poziv predsednika Francuske Žaka Širaka, srpski premijer naveo je da će francuske zvaničnike upoznati sa stavovima Srbije o Kosovu i približavanju SCG Evropskoj uniji.

Koštunica je istako da Francuska zauzima izuzetno važno mesto u medjunarodnoj zajednici, kao ključna država EU i stalna članica Saveta bezbednosti i naglasio da su odnosi dve države, zasnovani na priljateljstvu srpskog i francuskog naroda, izuzetno dobri, 'što omogućava da se stalno unapredjuje naša svestrana saradnja'."

Hey serbs...looks like the tide has finally turned and justice is prevailing at long last for the original inhabitants/owners of the Middle-Western Balkans, the ALBANIANS. But don't worry guys and gals, you guys can stay but just remember, you're only guests...so start acting like guests because it is the height of rudeness to act like you own somebodies house when you're only visiting.

Yes you are right Ivane, the Montenegrans are original inhabitants of the Middle-Western Balkans also, you see they are the relatives/blood brothers of us Albanians. We have a lot of things in common; traditions, hospitality, bravery, clans, religion. Did you not know that the original/true pure blood Montenegrin is of Albanian stock. The only thing is that they lost their original language (Albanian) because of serb domination but they kept their religion because they didn't want to become muslims. Just ask any elderly Montenegrin and if he knows a little bit about his family history, he'll tell you. Many many northern Albanians were and still are of the Orthodox Christian faith.

So SUFFER Ivane...hahahaha!!!

That's right, "Bashkim" is not a Christian name, it is an Illyrian name. Albanians can be Orthodox but don't have to have names that come from the Middle-East (the bible). Bashkim is an Illyrian name because we Albanians are the descendants of the Illyrians and Illyrians inhabited the Balkans a long time before Christianity came to the Balkans.

Also, just because Albanians are Orthodox Christian also, that does not make them slavs, you chauvanist, faschist arsehole.

We are one people with 3 religions and yet we are all brothers. How Rich we are.

I know guy called Bashkim who's from Azerbaijan and told me that Bashkim is a common and an old name in Azerbaijan. Now, you know that in the Caucasus there is a region called Albania, you albos as guests in the Balkans are very bad-mannered.

Don't you realize that albos claim that Montenegrins are actually Illyrians, so the albos would get the legitimacy to expand and surely create greater Albania.

Unfortunately we still have pagans amongst us. Serbs in Belgrade and Kosovars in the Prishtina parliament and variuous other institutions within Kosova that seem to be only too ready to sacrifice Albanians and their interests, as long as these pieces of crap get a pat on the back from UNMIK, etc.

You what I think..."Too many Kosovars in the Prishtina parliament and political circles making deals to the detriment of Albanians and their interests. There should be more real Albanians in there".

i agree, they already have a large unemployment rate, and the only reason they have survived so far is because of hand outs from the U.N, when they stop receiving money from the west, they will be begging for us to trade with them
